About the Role
Business Development Manager, Public Sector | UK (Remote) | £50,000 to £70,000 base plus commission (OTE £80,000 to £100,000)
"Tired of being labelled a business developer while you spend your days farming inbound and inherited accounts?"
If you are a public sector software seller, you know the exhausting reality of being asked to hit a new-business number while the role is really account management in disguise: no room to build your own book, no say in which frameworks to pursue and a playbook written by someone who has never sat through a tender.
There is a far more entrepreneurial platform to build your public sector sales career upon.
Our client is an established, fast-growing UK PropTech business providing a cloud and mobile inspection, compliance and reporting platform for property portfolios. What began as a tool for move-in and move-out inspections now covers asset condition surveys, risk assessments and maintenance issue identification across residential, commercial, multi-family, housing, hospitality and facilities management portfolios, with integrations into leading property management and CRM platforms.
The business already has a strong customer base and a proven product. This hire is its first genuinely outbound seat, building the UK public sector book from scratch. There is no playbook to inherit, which means the person who takes it on will shape how the business wins in the sector for years to come.
The Benefits
- Uncapped Earning Potential: £50,000 to £70,000 base plus 10% of ARR won as commission, giving a realistic OTE of £80,000 to £100,000.
- Unmatched Work-Life Balance: Fully remote working within a small, growing commercial team.
- Continuous Reward and Growth: The business's first genuinely outbound seat, with the chance to build and own the UK public sector playbook from day one.
The Role
As Business Development Manager, Public Sector, you will build a UK public sector pipeline from nothing, taking inspection, compliance and reporting software to housing associations, local authority housing teams, public estates and facilities functions. Your buyers will be housing association procurement leads, local authority heads of housing and facilities directors. Deals typically sit between £20,000 and £60,000 ARR, with cycles from one month upwards.
Day to day, you will build target lists, run outreach, attend events and pursue framework opportunities. You will sell through G-Cloud and respond to tenders, including the pre-qualification and procurement stages, then run discovery and demonstrations that build a clear compliance business case. You will close new logos and hand them into account management, report to the Commercial Director on pipeline, conversion and framework opportunities, and feed market intelligence back into product and marketing as the public sector offer takes shape.
Are You the Right Fit?
- Proven experience selling software into the UK public sector through G-Cloud, with a solid understanding of tender processes.
- A track record of building a public sector book from scratch rather than inheriting or farming one.
- Currently carrying a new-business quota and winning logos; this is a hunting role rather than account management.
- Comfortable working remotely within a small, growing commercial team. A base in or around Manchester is preferred, though London also works.
- Desirable: a PropTech, facilities management or housing software background, and experience selling into housing associations or local authority housing teams.
- Self-starting, resilient and excited by the chance to write the playbook rather than follow one.
- Valid Right to Work in the UK is essential.
